Most organisations have dashboards. Many have several. They have been built, maintained, and periodically redesigned. They display charts, track metrics, and consume a meaningful proportion of the data team's time. And yet, in meeting rooms across those same organisations, decisions are still being made on gut feel, on the most recent spreadsheet someone sent round, or on whoever in the room happened to have the right data to hand.
This is the dashboard paradox. Data is available. Insight is not.

There is a significant and well-documented gap between investment in business intelligence tools and actual use of those tools. According to IBM's analysis of Gartner research, despite the number of employees using analytics and business intelligence having increased in 87% of surveyed organisations, analytics and BI tools are still used by only 29% of employees on average. That figure has shown minimal growth over the past seven years.
Think about what that means in practice. An organisation invests in a Power BI deployment, data is connected, dashboards are built, training is delivered, and seven in ten people in the business are still not using the outputs to inform their work. The return on that investment is a fraction of what it could be.
The tools are not the problem. If they were, the solution would be simple: change the tool. The organisations that extract genuine value from their data infrastructure understand that the problem is upstream of the technology. It is in how dashboards are conceived, designed, and connected to the way people actually work and make decisions.
The most common failure mode in dashboard design is building what is easy to measure rather than what matters to the people who need to act. A data team pulls together the metrics they have access to, formats them into a report, and publishes it. The dashboard is technically accurate. It may even be visually polished. But if the people receiving it cannot answer the question "what should I do differently based on this?" then the dashboard has failed its primary purpose regardless of how well-constructed it is.
Dashboards often fail because they were designed as a reporting exercise rather than a decision-support exercise. Those are fundamentally different starting points, and they produce fundamentally different outputs.

The instinct when building a dashboard is usually to include more. More metrics, more time periods, more breakdowns, more charts. The thinking is that comprehensiveness equals value. In practice, it produces the opposite. A dashboard crowded with indicators forces the viewer to do the analytical work themselves, deciding what matters, what is anomalous, and what requires a response. Most people, under time pressure, will not do that work. They will either ignore the dashboard or use it to confirm what they already believed.
Effective dashboards make those judgments before the information reaches the viewer. They surface what requires attention, not everything that can be measured.
Data without context is noise. A conversion rate of 3.2% means nothing unless the viewer knows whether that is above or below target, trending up or down, and what a 0.5-point movement implies for revenue. A dashboard that presents a number without the surrounding context to interpret it leaves the analytical burden entirely with the reader. That burden compounds across every metric on the page.
The most useful dashboards encode context directly into the presentation: targets, benchmarks, trend lines, thresholds, and directional signals that tell the viewer not just what is happening but whether it matters.
Perhaps the most pervasive problem is that dashboards are built in isolation from the decisions they are meant to support. A dashboard designed generically for a finance team, for example, may present the right categories of data but none of the specific metrics that a Financial Controller needs to decide whether to accelerate a payment run or hold cash at month end. The gap between the data that exists and the decision that needs to be made is never bridged.
McKinsey research on analytics performance found that high-performing organisations are almost twice as likely to have identified and prioritised specific decision-making processes in which to embed analytics, compared to peers that have not done so. The difference between organisations where analytics drives real outcomes and those where it sits in the background is not the sophistication of the tools. It is whether the analytics work started with a specific decision or workflow in mind.
When a dashboard surfaces a problem, a metric trending in the wrong direction or a process underperforming against target, it is only useful if someone is accountable for responding to it. Dashboards that are broadly distributed without clear ownership of the insights they contain create diffuse responsibility. Everyone sees the data. No one acts on it.

The starting point for an effective dashboard is a question, not a dataset. What decision does this dashboard need to support? Who is making that decision, and how often? What does that person need to know to make it confidently? Everything in the dashboard design flows from those questions. Metrics that do not help answer the core question do not belong on the dashboard, regardless of how interesting they are or how readily available the data is.
This shift from data-driven design to decision-driven design sounds simple. In practice it requires a working relationship between the people who understand the data and the people who use the outputs, which is precisely the gap that most dashboard projects fail to bridge.
A single dashboard serving the entire business is a compromise that serves no one particularly well. A CFO, a regional sales manager, and an operations lead have different questions, different contexts, and different timeframes. Dashboards designed with a specific role and a specific set of decisions in mind consistently outperform generic reporting in both adoption and decision quality.
This is where data visualisation expertise makes a measurable difference. The choice of chart type, the organisation of information on the page, the use of colour to signal status rather than simply differentiate categories: these are not cosmetic decisions. They are decisions about how quickly and accurately the viewer can extract the information they need.
A dashboard that requires a deliberate visit to a reporting portal will be used less frequently than one that surfaces insights where work is already happening. The most effective reporting systems are embedded into the tools and workflows that people use daily, so that data appears as part of the decision process rather than as a separate analytical activity.

Most dashboards answer one question: what happened? That is useful, but it is the lowest tier of analytical value. The next tier is diagnostic: why did it happen? The tier above that is predictive: what is likely to happen next? And the most valuable tier is prescriptive: what should we do?
AI-powered analytics capabilities are shifting what dashboards can realistically deliver across all of these tiers. Automated anomaly detection surfaces unexpected patterns without requiring someone to know to look for them. Predictive models surface leading indicators rather than requiring decisions to be made retrospectively on lagging ones. Natural language querying allows business users to ask specific questions of the data without needing to construct a report or raise a request with the data team.
These capabilities transform dashboards from reporting tools into what they should always have been: intelligent decision-support systems that actively help the organisation make better decisions faster.
None of these capabilities function reliably without the data infrastructure to support them. AI-powered insights built on inconsistent, poorly governed, or fragmented data will surface conclusions that cannot be trusted, which erodes rather than builds confidence in data-led decision-making.
This is where many organisations discover that their dashboard problem is actually a data consulting and architecture problem. The dashboards are a symptom. The underlying cause is a data environment that was built incrementally, without a coherent structure, and that has accumulated inconsistencies that make it difficult to produce reliable, trustworthy outputs at scale.
Fixing the dashboard problem properly means addressing the data foundation: cleaning and structuring data, establishing governance that ensures consistency, integrating sources that currently sit in silos, and building a scalable platform that can support both current reporting needs and future analytical ambitions.

Before opening a reporting tool, write down the three to five decisions that this dashboard needs to support. For each one, identify who makes the decision, how frequently, and what information they need that they currently either do not have or have to work too hard to find. Build from those questions outward.
Every metric on a dashboard carries a cognitive cost. The viewer has to process it, contextualise it, and decide whether it requires a response. Reduce the number of metrics to those that are genuinely decision-relevant, and use visual design to guide attention toward what matters most.
Targets, benchmarks, trend lines, and status indicators should be embedded in the design rather than requiring the viewer to supply them from memory or separate sources. A metric without context is not informative. It is just a number.
Dashboards that require manual data exports, scheduled refreshes, or cross-referencing between multiple tools will not be used reliably under operational pressure. Effective reporting requires connected, live data sources that eliminate the maintenance burden and ensure the information is current when it is needed.
A dashboard that was well-designed six months ago may no longer reflect the questions the business is asking. Regular reviews that test whether the dashboard is actually informing decisions, not just recording data, ensure that reporting infrastructure keeps pace with business needs.
Dashboards do not fail because of tools. They fail because they were not designed for the decisions they were meant to support. Organisations that close that gap, by starting with business questions, building with decision-driven design principles, and supporting their reporting with a well-governed data foundation, move from a state where data is available to one where data is actively shaping how the business operates.
